Democratic National Alliance (DNA) member Lakshman Nipunarachchi who was selected by Sri Lanka Elections Commissioner to fill the vacancy left behind by the imprisonment of former Army Commander and DNA Leader Sarath Fonseka, has rejected the offer.

Local media reported that Nipunarachchi, a former Colombo District JVP parliamentarian, has rejected his nomination saying that he cannot accept the offer while his party is seeking legal redress to reinstate Fonseka as a MP.

The Election Commissioner's office has sent Nipunarachchi's name Friday to be gazetted as the replacement for Fonseka in the parliament.

Nipunarachchi has said that the notification on the Fonseka's ineligibility for the seat and the gazette notification nominating him for the post were government manipulations. "We will not be party to it," he has told the media.

The DNA said Friday that the party was committed to continue with the legal battle to secure Fonseka's parliamentary seat.

A DNA MP told ColomboPage that the party hoped for some legal redress before the next parliamentary sessions on October 19.

Make Yourself Known

Look at the job you'd like to have a year from now. Who selects candidates for this position? Who does that person work with and ask for advice?

"Then you systematically sit down and think about how you're going to make contact," says Helen Harkness, founder of Career Design Inc., in Dallas. There are lots of ways to do this. You can volunteer to serve on a committee with the people you need to know, for example. You can forward them articles or information that relate to their expertise.

Help Your Boss Succeed

Often, your boss is the person who will decide if you'll be promoted. But even if not, your boss will almost certainly be consulted. So impressing your boss is a top priority.

Marianne Adoradio, a recruiter and career counselor in Silicon Valley, suggests focusing on your company's key goals, then talking with your boss to find out which are most important in your department. "It's really important to be aware of what is going to make your boss successful, what is most important to him or her."

Start Doing the Job

You don't want to stage an office coup and start making personnel decisions that are your boss' responsibility. But you need to show that you can work at a higher level than your current position.

"People are easily promoted when they show that they can already do parts of the job they want to move into," says Steve Levin, principal of Leading Change Consulting & Coaching, in Portola Valley, California. "If you want to move from being a manager to a group manager, start taking on responsibility for what a group manager does. Start thinking like they do."

Then you can make the case that "I'm already doing the job; I just need the title."

Have a Plan B

Many people think there's a system in place at work that will take care of them and their career path, Harkness says. "They expect it to happen 1-2-3, automatically. They do the right thing, and they're going to get that promotion. It doesn't work that way."

In fact, Harkness says, it can happen that "you do everything you're supposed to do and it doesn't work." It's important to understand that the workplace is uncertain -- and to know what your backup plan is if you don't get the promotion you want.

If the promotion was a stretch and your boss is encouraging even while turning you down, it may be worth spending another year gaining experience. But you may also want to explore career options outside the company

For those of you who called for a job interview, you should consider some suggestions below.
Make sure you know where the interview. Suggested a few days before the interview, you already know the place, even already see the place.

The fabrication of highly doped and ultra-shallow junctions in silicon is a very challenging problem for the materials scientist. The activation levels which are targeted are well beyond the solubility limit of current dopants in Si and, ideally, they should not diffuse during the activation annealing. In practice, the situation is even worse and when boron is implanted into silicon excess Si interstitial atoms are generated which enhance boron diffusion and favor the formation of Boron-Silicon Interstitials Clusters (BICs). An elegant approach to overcome these difficulties is to enrich the Si layers where boron will be implanted with vacancies before or during the activation annealing. Spectacular results have been recently brought to the community showing both a significant control over dopant diffusion and an increased activation of boron in such layers. In general, the enrichment of the Si layers with vacancies is obtained by Si+ implantation at high energy. We have recently developed an alternative approach in which the vacancies are injected from populations of empty voids undergoing Ostwald ripening during annealing. While different, the effects are also spectacular. The goal of this work is to establish a fair evaluation of these different approaches under technologically relevant conditions. The application domains of both techniques are discussed and future directions for their development/improvement are indicated.

The OSCE Mission has identified that the internal auditor, certifying officer, budget and finance division staff and procurement division staff of the legislative branch in Kosovo are lacking clear guidelines and on-job training to meet the professional requirements.
There is room for improvement in the area of communication between various divisions and units, and the procedure of channelling written and oral information within the legislative branch and also in budget planning. In coordination with other donors and building upon previous capacity building initiatives conducted by the OSCE Mission and other donors, it has been agreed that there is now need for international expertise to provide necessary guidance, training and expertise on management skills for the internal auditor, budget officer, procurement division staff and budget and finance division staff. In this way, the short term expert will help the administration department to function in a more efficient, transparent and accountable manner.

Tasks and Responsibilities

The expert is expected to provide the following:

Targeted on-job trainings with members of the divisions for procurement; budget and finance; with the internal auditor; and with the certifying officer;
An assessment of the strategic plan for future administrative and personnel needs of the divisions for procurement, budget and finance, and further training needs for the internal auditor and the certifying officer;

By mid October 2008, the Mission will receive a report of the expert's work with recommendations for future administrative and personnel needs of the administration department.

Necessary Qualifications

Extensive professional experience in addressing procurement, budget, internal audit and finance issues related to the administration of parliaments/assemblies
Extensive domestic work experience in democratic parliamentary structures e.g. as former member of a parliament, parliamentary advisor or senior parliamentary staff person
Extensive experience in giving training to assembly/parliament staff and conducting needs assessment on human resource and administrative requirements for legislative branch Administration
Masters degree or equivalent in Law, Public Administration, Economy, Political Sciences, Management Studies or other relevant field

		According to UN Security Council Resolution 1244, the OSCE Mission in Kosovo (the Mission) is responsible for human rights monitoring and institution building. It is further mandated by the OSCE Permanent Council Decision 305 to serve as the leading agency â��in matters related to institution-building, democracy-building and human rights.â�� In this context, the Mission is monitoring the impact of privatization on property rights, with a particular focus on the rights and interests of local communities. In light of this, the Mission is seeking an expert whose primary task will be to draft a report that analyses the impact that the current legal and institutional reform on the area of privatisation is having on the protection of property rights in Kosovo. The expert will collect Kosovo wide information through interviews with all relevant stakeholders with support of the OSCE field presence in Kosovo. This information should form the basis of the report which will draw particular attention to the impact of privatization on property rights and contain conclusions and recommendations. Furthermore, it should sketch options and alternatives with a short term and mid term perspective. The expert would also assist in reviewing legislation, provide internal training and give general support and advice to Mission members on privatization issues.
Tasks and Responsibilities
		Under the supervision of the Chief of the Property Section, the consultant is requested: To assess the impact of the legal and institutional transformation of the privatization process on the protection of property rights with a view to addressing protection gaps, particularly the protection of the interests of community members and the prevention of discrimination; To assess the de facto situation on the ground as well as the difficulties in implementing privatization; To provide an overview on international and comparative standards with regards to privatization and property rights in former Yugoslavia; To analyse available data and write a report that outlines the situation on the ground and contains recommendations; To give presentations and support OSCE activities involving international and local stakeholders; To strengthen internal monitoring capacity in the area of privatization and property rights.
Necessary Qualifications

		Under the general administrative supervision of the Chief of Elections Section, the incumbent will directly supervise 8 staff and be responsible for the following duties: Supporting management to implement technical transition of all OSCE electoral responsibilities to the Central Elections Commission and its Secretariat (CECS); Managing the technical capacity building programme of the CECS; drafting overall plan of activities to strengthen the institutional capacity of the CECS to organise elections; Providing assistance and on-the-job training to counter-part(s) and senior management in the CECS to strengthen their capacities to plan and implement elections and manage activities during non-electoral periods; Supporting the design and management of Divisional programmes by drafting reports to evaluate problems and prepare solutions and adjust programmes as necessary; Supporting inter-agency co-operation and stakeholder relations; Supervising the work of the operations and administrative teams (4 international and 24 national staff); Performing other related duties as required such as supporting staff hiring and management activities
Necessary Qualifications
		University education in political or social science, international relations or other relevant field; Minimum of six years of relevant professional and managerial experience with national and international organizations or NGOs with practical exposure to logistic and administrative aspects of project work preferably related to elections and electoral transition, preferably within the Kosovo context; Demonstrable organizational skills and experience in change management; Computer literate with practical experience in Microsoft packages; Excellent written and oral communication skills in English; knowledge of other languages spoken in the Kosovo mission area would be an advantage; Valid driving licence; Ability to work with people of different nationalities, religions and cultural backgrounds.
Remuneration Package
		Monthly remuneration subject to social security deductions is about US$ 4,445 to which is added Board and Lodging Allowance (currently EUR 110 per day subject to change without prior notice). Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund.

Background:
The First Microfinance Bank (FMFB) is a private company bank licensed by Da Afghanistan Bank (DAB) to do business in Afghanistan. FMFB does business mainly in three sectors: Microfinance, Commercial Banking and Small and Medium Enterprises.

Duties & Responsibilities:
1. Prospects new clients and assists them for loan application. 2. Conducts loan appraisal and collects detailed information (personal, business, and guaranties) and opens new loan account. 3. Presents the loan requests at the Branch Credit Committee. 4. In collaboration with the Loan Contract Officer, prepares the loan contracts and activates the loans ensures disbursement of loan in kind. 5. Monitors the loan and follows up of the timely repayment. 6. Maintains contact with clientele and Participates in the Branch Loan Committee meetings. 7. Ensure full compliance with all in place FMFB policies & procedures; and with audit recommendations. 8. Any other identical task as assigned by the respective supervisor/s.

Qualifications required:
Education: At least High school graduate. Work Experience: Prior experience in the trade preferred is a Valuable asset. Skills: Reasonable command of spoken and written English, computing skills and Demonstrated negotiating and communication skills. Personal Traits: Good understanding of business process; ability to communicate and to maintain good relation with the clientele; good presentation skills and excellent courteous attitude; social concern; ability to work in confidentiality; ability to work in the field, at least 30 years of age; and a good and sufficient understanding of the people of the target community.
